Maryland House Bill 4- Vehicle Laws- Historic Motor Vehicles- Minimum Age (preferred)
Last year, Maryland voted to change the law for historic plates from 20 years to “1999 and older”. The new proposal aims to update Maryland’s definition of a historic motor vehicle by restoring a rolling age requirement to 25 years. This encourages enthusiasts owning collector cars in model years 2000-2001 to be registered “historic” as well.
Currently owners of vehicles from model years 2000-2005 must surrender their historic tags. Signed into law in 2025 by Gov. Moore, they must display regular tags and be subject to emissions tests.
The bill directs the Maryland MVA to automatically reinstate historic registrations for vehicles that lost their historic status due to the prior law change. Vehicle owners would not be required to reapply or take additional action for reinstatement. Read Maryland HB 4 sponsored by Delegates April Miller (R) and Matt Morgan (R). This bill was crossfiled in the Senate as SB 566.

Maryland House Bill 212- Trailers and Maryland Resident Vehicles Registered Out-of-State
This other proposed legislation regards trailers that are currently titled out-of-state.
A pair of bills have been filed in the General Assembly. SB 111/HB 212 imposes fines of $7/day for up to 60 days for Maryland resident-owned vehicles that are improperly registered in another state. State law requires that vehicles owned by Maryland residents be registered in Maryland within 60 days.
Until now, many Maryland residents, however, register their horse or car trailers in Maine to avoid Maryland tag fees. We all know this is another tax grab by the state democratic politboro to force everyone to pay higher registration fees to the State of Maryland. Again, contact your representatives to communicate your disapproval!
